Start with a new image in Greyscale mode.
128x128 pixels
Fill it with grey and apply NOISE/ADD NOISE
With amount 215.

Go to FILTER/DISTORT/RIPPLE:
Amount 120, Size: Large

Now go to FILTERS/STYLIZE and
select EMBOSS with the settings
Angle -50, Height 2, Amount 99
Change the colour mode to RGB
