Radial Blur effect

Start with masking the object, and copy it and paste it into a new layer

Select Layer 2 and apply the Radial Blur filter as shown here to the left...
Amount 100 and Zoom as blur method.

Do this 3 times

Then resize it about 10%

Select the content in Layer 3 by holding down the Ctrl-key and click on the Layer in the Layers-palette

4.gif (1305 bytes)
Go to Select > Feather and set feather radius to 8-12


Select inverse and hit delete a couple of times.


Fill Layer1 with a colour that match.


Done!
